The final CCPO and Institute for Coastal Adaptation and Resilience (ICAR) seminar for the Spring semester will be given by Dr. Mark Lubell from the University of California Davis (flyer attached).听听Dr. Lubell鈥檚 research focuses on cooperation problems and decision-making in environmental, agricultural, and public policy.听听His seminar will present results from a study that identified main barriers to climate adaptation and cooperation related to sea level rise in the San Francisco Bay area.听听Dr. Lubell鈥檚 research is relevant to the sea level issues that are impacting the Hampton Roads region.听听

Title: The Quest for Cooperation in Regional Sea-Level Rise Adaptation

Abstract听

Adapting to sea-level rise and other climate impacts requires cooperation among interdependent actors at multiple levels of geographic scale. Such cooperation evolves in the context of polycentric governance arrangements featuring many different policy forums where climate adaptation decisions are made. Based on nearly a decade of empirical policy research, this seminar summarizes some of the main barriers to climate adaptation and cooperation in the context of sea-level rise in the San Francisco Bay Area. 听Polycentric governance and barriers to cooperation are faced in all climate adaptation contexts, and for issues beyond sea-level rise.

Biography

Mark Lubell is Professor of Environmental Science and Policy at UC Davis.听 He is a political scientist who focuses on cooperation problems in the context of environmental governance.听 He has studied this question in the context of climate adaptation, water management, agricultural decision-making, and many other environmental issues.听
